Mr. Likens is an ex-USCG Marine Science technician with experience in oil/chemical spill response and foreign and domestic vessel inspections. Following his USCG career Mr. Likens joined ECM Maritime Services, where for 20 years he assisted in the writing of foreign vessel ship security plans, served in operations during oil spill responses and conducted vessel inspections.
