The Gallagher Marine Systems staff is uniquely comprised of individuals skilled in a broad range of disciplines. Our compliance support and incident response teams possess a wide variety of talents, long-term experience in incident responses, and well-rounded educational backgrounds in topics such as: engineering, environmental sciences, business management, finance, marine transportation, naval architecture, and law. In addition, our staff consists of professionals experienced in P&I Club/Salvage Association incident and claims handling, Merchant Marine Operations and Administration, and U.S. Coast Guard Operations and Law Enforcement. Jack Gallagher
Founder

Jack was a dominant force in the management of the highest-profile spills and maritime environmental disasters

Jack was a pioneer of the maritime environmental services industry and his contributions helped to define modern oil spill response. For four decades starting in the early 1970s, Jack was a dominant force in the management of the highest-profile spills and maritime environmental disasters in the world.  During that time, Jack contributed to the development of many of the tools of the industry including the U.S. Navy’s inflatable oil boom, and held dozens of patents.  Using his unprecedented experience, innovation, knowledge of maritime systems, and background as an admiralty and patent lawyer, Jack helped shape many regulations, developed and/or refined scores of oil spill tactics and tools, enabling responses to become increasingly more effective and safer for generations to come.  He was the founding Director of the Center for Marine Environmental Protection at the Massachusetts Maritime Academy and, later formed Gallagher Marine Systems. In his book Oil Spill Jack (Gallagher, 2016), he tells his fascinating life story, including his time in the U.S. Air Force during the 1950s in France.
David C. Barry

Mr. Barry’s maritime industry expertise spans nearly four decades.

Mr. Barry’s maritime industry expertise spans nearly four decades. During his distinguished career, he played a key role in the development of the Center for Marine Environmental Protection & Safety at the Massachusetts Maritime Academy, where he later served as Director. Mr. Barry has filled many roles in incident responses spanning the USA, including Alaska.  He has served as GMS’ Primary Qualified Individual and Spill Management Team Incident Commander, where he has supervised countless, high-profile incidents throughout North America.

Thomas J. Wiker
President

Tom, was promoted to President of Gallagher Marine Systems (GMS) in June of 2022.

Tom was promoted to President of Gallagher Marine Systems (GMS) in June of 2022.  His past experience includes being a member of the U.S. Coast Guard (USCG) where he sailed on two, 378’ Cutters followed by tours at USCG Headquarters in Washington D.C. & Marine Safety Office Philadelphia as a Port State Control & Facility Inspector and a lead pollution investigator.  Upon departing the USCG, Tom entered into the Qualified Individual/Incident Management Team (QI/IMT) field where he has worked since 1996; 26 years of which have been spent growing his career at GMS. As an IMT member, he has acted in many capacities such as Incident Commander, Operations Section Chief, etc. for incidents throughout the USA and Canada.  As Gallagher Marine System’s (GMS) President, he oversees all GMS services for clients that operate worldwide spanning oil companies to terminal and pipeline operators and the owners of over 10,000 vessels trading across the globe.  This includes GMS offices and personnel throughout the USA along with our agency representatives in China, Japan, Greece and Italy.  His principle responsibility is helping to ensure that GMS personnel continue to provide our clients with the industry’s highest level of excellence in maritime safety, security, compliance, and environmental protection.
Viraf Ranji

Viraf joined Gallagher Marine Systems (GMS) as Chief Financial Officer in 2004.

Viraf joined Gallagher Marine Systems (GMS) as Chief Financial Officer in 2004.  He has a Master’s in Business Administration from Drexel University and a Bachelor of Science degree in Accounting from Rutgers University.  In addition to his role as CFO, Viraf oversees all human resource and information technology needs of the company.  Viraf is also a Qualified Individual, such that he can assist the GMS response team as needed.  Prior to joining GMS, Viraf worked at a management level for both financial services and consulting firms.  Currently, Viraf is also a Board Member, and the Chairman of the Finance Committee of a non-profit organization.
Kuldeep Singh

Captain Singh joined GMS in 2004 and has been a maritime professional for 45 years, of which 24 years were in various management positions ashore. He sailed for 21 years on tankers, getting his first Command in 1984. He is a key leader of the GMS Incident Management Team. His experience includes many aspects of the maritime industry—ship management, regulatory compliance, emergency response, ISO/ISM, Quality Systems, maritime training and ship security systems. He holds a Master’s License – unlimited tonnage, is a graduate with BSc. Nautical Science and also holds Bachelor’s degree. He is an active member of the INTERTANKO NA panel and serves on the Houston Area Maritime Security Committee. He is also a member of Toastmasters International.

Since graduating from the Massachusetts Maritime Academy in 1993 with a B.S. in Marine Transportation, Scott has been involved in the regulatory compliance and pollution response sector of the maritime industry.  Scott has over 30 years of experience in all facets of the Oil Pollution Act of 1990 from contingency plan writing to oil and hazardous material spill response management.  In addition to federal and international pollution prevention regulations, he also has extensive experience with various state regulations, including Alaska, California, and Washington.  During his career he has participated in numerous spill responses throughout the United States and Canada. Scott joined ECM Maritime Services, LLC (ECM) in 1995 and server as a Sr. Vice President until the merger with Gallagher Marine Systems (GMS) in 2023.  Scott now serves as the Sr. Vice President – Planning, responsible for regulatory compliance oversight  for over 10,000 vessels.

Captain Nishit Kapoor comes to us from ECM Maritime Services, where he held a senior management position for 17 years overseeing activities including emergency response, vessel services, regulatory compliance, drills and training, contracting and business expansion.  Prior to that, he has held key positions with one of the world’s leading ship managers handling emergency response, maritime security, quality and environmental management, and insurance claims. He began his seagoing career in 1983 with the Great Eastern Shipping Company, after which he moved to Wallem Shipmanagement and served in various ascending seagoing ranks aboard OBOs, VLCCs, and Suezmax Tankers.  After several years as Master aboard oceangoing tankers, he was chosen to represent a group of owners as a shipbuilding supervisor in South Korea, as part of the site supervision team to construct Tankers, as well as a specialized ice-class Floating Storage Offshore (FSO) vessel, where he served as the startup operations adviser during their maiden deployment in Sakhalin, Far Eastern Russia, at a production facility operated by Marathon and Shell. Outside of his day-to-day activities, his interests lie in studying military history, languages, and keeping up to date with environmental developments in the maritime sector.
Kevin Perry

Prior to working with Gallagher Marine Systems, Kevin served with the USCG.

Prior to working with Gallagher Marine Systems, Kevin served with the United States Coast Guard (USCG). While in the USCG, Kevin was a certified Port State Control and ISPS Boarding Officer, Pollution Investigator, Container & Explosive Handling Supervisor, and Facility Inspector. Throughout his 10 years of duty, Kevin responded to numerous oil spills, including Athos I, and performed countless Port State Control and Security inspections. As part of the GMS team, he regularly stands duty as a Qualified Individual and is part of the Incident Management Team.
Andrea Presutti

Andrea, Vice President of Quality & Compliance at GMS, holds a Bachelor of Science degree from Rutgers University and has been with the company since 2008. Over her career, she has grown alongside the evolving landscape of U.S. Federal and State regulatory requirements, taking on leadership and project management roles that spanned key industry mandates such as the EPA Vessel General Permit, Salvage and Marine Firefighting (SMFF) Regulations, and the Nontank Vessel Response Plan (NTVRP) Final Rule. In her current role, Andrea oversees organizational continuity across the company, ensuring effective processes and quality standards are in place to best serve GMS’s compliance partners. She is also the first point of contact for new compliance partner business, helping to build trust and strong relationships from the outset. In addition, Andrea manages select GMS customer events, fostering deeper connections and engagement within the industry. With her experience, Andrea continues to bring expertise, adaptability, and a dedication to both compliance and client success to every aspect of her work.

A retired veteran with nearly 30 years of active-duty military service in the United States Coast Guard, Matt has vast experience in executive leadership, maritime safety and security, emergency response, crisis management, search and rescue, counterterrorism, and law enforcement. At GMS, he oversees domestic and international operations including a nation-wide network of incident management professionals. Matt also serves as the Response Manager for the Mid-Atlantic and Southeastern United States, as well as the Caribbean regions. He is a Qualified Individual and serves as an Incident Commander for our Spill/Incident Management Team. Matt earned a bachelor’s degree from the Coast Guard Academy and a master’s degree from the Harvard Kennedy School. He is the proud father of two amazing humans and enjoys hiking, reading, boating, and Pittsburgh Steelers football.
Christian Corbo

As a retired Patrol Lieutenant with over 25 years serving the California Department of Fish and Wildlife in the Office of Spill Prevention and Response (CA OSPR), Christian has extensive experience in law enforcement, emergency response, crisis management, maritime security, and upper-level leadership positions.  At GMS, he will oversee response efforts on the West Coast, Alaska, Hawaii, and Pacific territories with a network of incident management professionals.  Christian will also serve as a Response Manager, Qualified Individual, and Incident Commander for the GMS Incident and Spill Management Teams.  Christian earned his bachelor’s degree in Biology, Botany, and Marine Science from California State University – Fullerton.
Ray McKelvey

With over 35 years of spill management and marine surveyor experience, Ray has vast professional knowledge in disciplines such as pollution and Hazmat remediation operations, OSHA regulations, and marine casualty investigations. From a variety of compliance assurance strategies to drills and exercises, he is accomplished as both a facilitator and project manager. Ray oversees all response operations in the Northeastern United States and is a key member of the GMS Regional Response Manager contingent and Incident Management Team.
William McKinstry

Retiring after nearly 28 years of service in the United States Coast Guard, Bill brings extensive experience in crisis leadership, management, communications, and response. At GMS, he oversees all internal and external training programs regarding emergency response activities for GMS’s global response network. Bill also serves as the Response Manager for the Great Lakes region and will fill the role of Qualified Individual and Incident Commander for the GMS Incident and Spill Management Teams. Bill earned a bachelor’s degree from Campbell University and a master’s degree from American Military University.

From natural disasters and marine casualties to hazardous materials and oil spill responses, Gil’s management experience is vast. He has also designed, coordinated, and evaluated emergency response, security, and piracy exercises. Gil has also developed and maintained curriculums and conducted training in maritime security. He has served as Qualified Individual, Incident Commander, Operations Section Chief, response consultant or technical advisor to numerous petroleum and shipping companies and industry cooperatives.

Mitch is a seasoned professional with twenty-two years of service in the US Coast Guard, bringing extensive experience in Maritime Operations and Project Management. Specializing in Emergency Management and Maritime and Port Security, he has led numerous federal projects in California, focusing on Environmental, Aquaculture and Windfarms, Vessel Traffic Services, Oil Spill Recovery, and Marine Transportation Systems. Mitch holds a bachelor's degree in emergency management from Thomas Edison State University and a master's degree in public administration with a Project Management Graduate Certificate from Central Michigan University. His certifications include a 200 Ton Masters Near Coastal, National Registry EMT, and Project Management Professional (PMP).

Debbie has been involved in plan writing and compliance services since 1992, writing and maintaining OPA 90 Vessel Response Plans, Panama Canal SOPEP’s, as well as California State Contingency plans for both Tank and Nontank vessels.  Debbie handles daily global communications, servicing GMS compliance partners’ inquiries and coordinating regulatory compliance.  She represents GMS at industry specific conferences, seminars, and policy deliberations, as well as assisting with our exercise and training programs.  Debbie has also participated in several pollution response incidents.
Holly Robinson

Holly’s expertise in exercise facilitation includes designing and conducting exercises consistent with HSEEP doctrine.

In his role as Alaska Response Manager for GMS, he oversees incident management and response efforts statewide, leveraging a deep understanding of the North’s unique logistical and environmental challenges. Steven holds a Master of Marine Policy from the University of Alaska Fairbanks and a Bachelor’s in Environmental Studies from Gonzaga University.

As a shipyard competent person with extensive knowledge of OSHA workplace safety regulations, John’s professional experience is invaluable to GMS and our clients to help maintain regulatory compliance and the safest, most efficient operational footprint. He holds a number of professional certifications and completed many key courses from prestigious institutions such as Texas A&M, University of Maryland, as well as the United States Coast Guard, Navy, and Army.

Prior to joining the GMS team, he spent several years with a New Jersey‑based nonprofit, building a strong background in IT support and developing new systems and technologies. Don is an integral part of the Incident Management Team, a Qualified Individual, and oversees the GMS QI Watch Standers, ensuring preparedness, compliance, and coordinated response across critical functions. With a solution‑focused approach, Don and his team work to ensure personnel have the tools, structure, and support needed to operate effectively in any situation.

Carmen joined the GMS team in 2017 where she began her career as a Qualified Individual Drills Watchstander assisting Duty Qualified Individual’s with incidents & drills. As a member of the Incident Management Team, she has been deployed to several responses where she has worked in various sections of the Incident Command System. Carmen continued her growth by assisting the Plans, Emergency Preparedness, and Contracts Departments ensuring vessels had all necessary documentation to call the United States as well as remote sections of Canada, Alaska, Guam and American Samoa. In 2024, she was promoted to Assistant Manager of the Emergency Preparedness Department where she coordinates daily operations along with production and participation of Table Top Exercises.

Murali joined the GMS team in 2018 as Manager of Technical Services.

Murali joined the GMS team in 2018 as Manager of Technical Services. He holds a Bachelor of Engineering and brings over three decades of global experience in the maritime industry to GMS – 16 years of which were spent as a Technical Manager and Fleet Technical Manager. Murali has also sailed as Chief Engineer on ships with sea-going experience of over 15 years and contributes with a wealth of knowledge and experience. He is a qualified Lead Auditor for Integrated Management Systems (Quality, Safety, Environment). Beyond the many services he offers, Murali is known for his hands-on approach to vessel attendances, thoughtful program development, precise report execution, and dedicated regulatory support for his clients. Murali also is a Qualified Individual for GMS.
Ryan Allain

Ryan Allain retired from the U.S. Coast Guard after a 24-year career that spanned many...

Ryan brings over 30 years of distinguished service as a retired U.S. Coast Guard officer, with deep expertise in the maritime industry.  He played a key role in developing U.S. and international maritime safety and environmental protection regulations, serving as a U.S. representative to the International Maritime Organization’s Marine Environment Protection Committee.  As a decorated leader, he has a proven record of implementing regulations for vessel pollution response, air emissions, and ballast water discharge. His expertise spans all facets of maritime operations and security, from port state control and pollution response to small boat operations and search and rescue planning.  A recipient of the Coast Guard's Innovation Award for Management, Ryan excels in leading high-stakes projects, negotiating with government agencies, and solving complex problems.

Born in Savannah, GA, Alan is a 1995 graduate of the University of Georgia with a bachelor’s degree in Geography. In 1991, while in college, Alan enlisted in the U.S. Coast Guard Reserve. After graduation, Alan worked as an operations agent, then port manager for a shipping agency. After the events of September 11, 2001, Alan was called to active duty with the Coast Guard. Upon his release from active duty in August 2003, Alan began working with Colonial Compliance Systems as a marine inspector. Alan’s duties included attending vessels for Port State Control Inspection assistance, ISM, ISPS, and Environmental Audits, port facility security audits, and standing Qualified Individual watch duty. In September 2016, Alan retired form the Coast Guard Reserve after twenty-five years of service as a Chief Marine Science Technician. In November 2021, Colonial Compliance Systems was acquired by Gallagher Marine Systems, where Alan continues his work in the marine safety and security fields.

Following his USCG career Mr. Likens joined ECM Maritime Services, where for 20 years he assisted in the writing of foreign vessel ship security plans, served in operations during oil spill responses and conducted vessel inspections.

Mr. Doherty is an affiliate member of GMS’s technical services team as a specialist in oil spill response management and contingency planning. He is a retired USCG Marine Inspector with over 40 years of emergency management experience in the environmental protection field with a thorough knowledge of CFR’s, OSHA and state regulations. He has worked as a planning and training coordinator and implemented several regional emergency response training programs. His pollution response training program was adopted by the US Coast Guard as a BMP for Fifth District Marine Safety Offices. Mr. Doherty holds a Master’s Degree in Environmental Education and Conservation from Rowan College of New Jersey.

Robert (Robbie) Shea is a Senior Marine Inspector at Gallagher Marine with over 30 years of experience in inspecting and auditing all types of vessels. Robbie’s career started in the U.S. Coast Guard with training in marine engineering, law enforcement, navigation, pollution prevention, and search and rescue. After the Coast Guard, Robbie joined Colonial Marine / Compliance Systems (CSI) and GMS in November 2021. Robbie has been involved in services which included technical management purchasing, port agency, technical superintendent, pollution response, ship inspections in preparation for PSC exams, and internal ISM, ISPS, MLC, ISO, and EMS audits.
Scott Buchanan

As a graduate of the U.S. Merchant Marine Academy at Kings Point, NY, Scott offers 15 years of maritime management experience with ECM Maritime Services and the Liberian Registry, preceded by 8 years of flying reconnaissance missions as a navigator in the United States Air Force. His duties for the Liberian Registry included implementing the Flag's robust safety inspection, ISM and ISPS audit programs, incident investigations, and assisting with USCG PSC inspections through their pre-emptive boarding program. He had similar experience with ECM Maritime in Seattle, WA including liaising with clients on the west coast, conducting vessel inspections and audits, and participating in the planning and execution of our training exercise program. Now on the east coast in upstate NY, Scott serves a similar role with GMS continuing shipboard attendances, along with scheduling and assisting with the Technical Service division’s Quality Management System. Scott's analytical eye doesn't stop at maritime vessels. In his free time, you'll find him in his garage working on cars, watching F1 races or organizing fantasy football leagues with friends and family.
Jamar Jones

A seasoned expert in maritime safety and regulatory enforcement, Jamar brings over 22 years of service as an officer in the U.S. Coast Guard, where he led high-profile investigations and inspections of LNG/LPG carriers, chemical tankers, and domestic barges. Throughout his distinguished career, he has conducted more than 450 maritime investigations, collaborated with local, state, and federal agencies, as well as implemented critical safety protocols across the Houston Ship Channel. Originally from Central Maine, Jamar has called Houston home for the past decade, where he lives with his wife and three children. He holds a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University and maintains multiple certifications in advanced marine inspection, casualty response, and safety compliance. Outside of work, he enjoys watching and attending sporting events, and traveling with his family. His appointment reflects Gallagher Marine Services’ continued commitment to operational excelle nce and industry leadership.

Originally from Vacaville, California, Chris White is a retired U.S. Coast Guard veteran with 20+ years of military leadership and experience in the Marine Safety realm regarding Foreign Vessel Examinations, Waterfront Facilities Inspections and Pollution Response. Throughout his career, he worked extensively with Bulk Carriers, Container Ships, Oil/Product Tankers, Chem Tankers, and Passenger Ships conducting PSC Examinations as well as Certificate of Compliance exams, and MARPOL investigations throughout the US. Chris now lives in Buckley, Washington, with his wife Blake and their newborn daughter, Hudson. In his free time, he enjoys watching football and baseball, cheering for the San Francisco 49ers and Giants, working on his 1965 Mustang, playing guitar, and traveling the world with his family.

A graduate of Rutgers University with a bachelor’s degree in biology, Brooke began her GMS career as a Plans Department Coordinator in June of 2013.  In May of 2023, she was promoted to Plans Manager, and has since been a part of the compliance, maintenance, processing, and development of plans.  Among other key responsibilities, Brooke assists with maintaining the day-to-day operations of the Plans Department.

Chris started at Gallagher Marine Systems in 2013 as a Plans Coordinator in the Plans Department and was promoted to Assistant Plans Manager – Content & Regulatory Specialist in 2019. During his tenure, Chris has obtained years of experience in Federal, State, and International Oil Spill Contingency Plan maintenance and preparation. A graduate of Arizona State University, Brendan began his career in plan writing and compliance services in 2005.  He is involved in all aspects of OPA 90 Vessel Response Plans, Panama Canal SOPEP’s, California State Contingency plans, as well as experience working on Alternative Planning Criteria (APC) projects.  Brendan has years of experience in vessel response planning and client engagement.

Mauro began his career in the contingency plan preparation/writing and compliance services in 2007 and brings this experience to his role with the GMS Plans team.  He has built his expertise in Federal (VRP), State, and IMO (SMPEP/SOPEP) plan compliance.  A native of Italy, Mauro served one year in the Italian Army and previously worked in the Freight Forwarding and Maritime Agency Shipping Container field for 15 years.

John hails from Tamil Nadu, a Southern part of India.  He holds a Bachelor of Commerce degree from Bharathidasan University, Tiruchirappalli, India.  He started his career in Delhi as a Cashier with Taj Trade and Transport Co., Ltd, a sister concern of Indian Hotels Co., Ltd., (Taj Group of Hotels) in the year 1987 and later promoted as Accounts Assistant. In 1994 he moved to the United Arab Emirates where he managed the accounting department of Image group of companies until 2002.  He then moved to the US in 2003 and joined Transworld Information Systems, Inc., an IT consulting company in Santa Clara, California, as Manager of Accounting.  When Transworld was acquired by the Teledata Group in 2004, he moved to Princeton, NJ, as Accounting Manager of the Teledata Group. In June 2009 he joined ECM Maritime Services LLC., as Controller and managed the accounting department. He is with GMS since July 2023.

As a graduate of Stockton University Eva holds a B.S. Degree in Business Administration with a Concentration in Accounting.  Eva’s professional career started as an accountant at a hometown CPA firm.  She transitioned to working for GMS as an Accounting Coordinator in September 2009 and soon joined the Incident Management Team.  Since 2010 Eva has attended numerous spill responses and exercises in the capacity of Finance Section Chief and various support roles in Finance and Logistics; she has also participated in spill review audits and expert witness testimonies.  Eva is currently the Director of the GMS Finance Department.

Colleen's professional career began as a bookkeeper and finance assistant for Big Brothers Big Sisters in Philadelphia, PA. In 2018, she joined GMS as an Assistant Finance Manager. Since 2019, Colleen has also been an integral member of the Finance Section GMS managed incidents and has supported the Spill Management Team in various capacities outside of her day-to-day responsibilities. In 2022, she was promoted to Manager of Finance and Administration with GMS. Colleen holds a B.S. Degree in Business Administration from Mount Saint Mary’s University in Emmitsburg, MD.
