Since graduating from the Massachusetts Maritime Academy in 1993 with a B.S. in Marine Transportation, Scott has been involved in the regulatory compliance and pollution response sector of the maritime industry. Scott has over 30 years of experience in all facets of the Oil Pollution Act of 1990 from contingency plan writing to oil and hazardous material spill response management. In addition to federal and international pollution prevention regulations, he also has extensive experience with various state regulations, including Alaska, California, and Washington. During his career he has participated in numerous spill responses throughout the United States and Canada.
Scott joined ECM Maritime Services, LLC (ECM) in 1995 and server as a Sr. Vice President until the merger with Gallagher Marine Systems (GMS) in 2023. Scott now serves as the Sr. Vice President – Planning, responsible for regulatory compliance oversight for over 10,000 vessels.
