Captain Singh joined GMS in 2004 and has been a maritime professional for 45 years, of which 24 years were in various management positions ashore. He sailed for 21 years on tankers, getting his first Command in 1984. He is a key leader of the GMS Incident Management Team. His experience includes many aspects of the maritime industry—ship management, regulatory compliance, emergency response, ISO/ISM, Quality Systems, maritime training and ship security systems. He holds a Master’s License – unlimited tonnage, is a graduate with BSc. Nautical Science and also holds Bachelor’s degree. He is an active member of the INTERTANKO NA panel and serves on the Houston Area Maritime Security Committee. He is also a member of Toastmasters International.
Chris joined Gallagher Marine Systems in August of 2012 after retiring from California Fish and Wildlife. Before retiring, his last position with California was Deputy Administrator for the Office of Spill Prevention and Response (OSPR) which empowered Chris with executive management responsibilities. Prior to the Deputy Administrator duties, Chris was the Law Enforcement Captain with statewide responsibility of Investigators and State on scene coordinators of spill response. He was also the co-chair along with the USCG Captain of the Ports for each of the three (San Diego, Los Angeles & San Francisco) area committees in California. Chris had responsibilities as the Lead State on Scene Coordinator for pollution response along with management duties for statewide response activity. As the Director of Response Services, Chris oversees all Response Services activities and supervises the Response Managers for the Gulf, West, and East Coasts.
A maritime professional for three decades, Rick has vast expertise in environmental response and safety, security, and environmental compliance. He retired from the US Coast Guard in 2012 after a distinguished, twenty-four-year career, employing superior technical knowledge and leadership in areas including Incident Management, Port State Control, U.S. and International Regulatory Compliance, Contingency Planning, and Training. Rick has been project manager for countless, high-profile oil and HAZMAT incidents. He is accomplished as both an instructor and curriculum developer in a variety of maritime studies, benefiting industry professionals in the US and overseas. Rick studied collegiately in Engineering, Geology and Business.
Martin Mueller is a retired U.S. Coast Guard officer with over 30 years of experience in pollution response. Throughout his distinguished Coast Guard career, he managed several high visibility responses. After leaving active duty, Martin has responded to numerous incidents including Deepwater Horizon. He currently serves as a Senior Associate and Qualified Individual for Gallagher Marines Systems, and he is a member of our Spill Management Team. He has a Master of Science in Hazardous Waste and Materials Management from Southern Methodist University, and a Bachelor of Science in Biology from the University of the State of New York.
Randy is a retired USCG Chief Petty Officer with nearly four decades of emergency response experience. He holds a bachelor’s degree in Homeland Security and is pursuing his master’s degree in emergency management. For over a decade, Randy has been a Certified Emergency Manager (CEM) and a Certified Instructional Trainer (CIT). Additionally, POST University frequently asks him to write courses for their Emergency Management Undergrad program, and he is often invited to speak at different conferences. Randy is included on rosters for different Incident Management Teams as a Safety Officer and Planning Section Chief. He even filled the role of Medical Advisor during the St. Simons Sound Response (aka Golden Ray) managing a robust medical team to minimize COVID-19 impacts to the response.
Randy has been an EMT for over 35 years working in different parts of the world, both teaching and responding. He is fluent in Spanish and is an avid photographer as well as being a published author. Randy is still active with the USCG as an Auxilarist and teaches the USCG Oil Spill Response Technician (OSRT) Course at OHMSETT.
Dan started his career in the U.S. Coast Guard in 1983 which was followed by sailing as Master and Mate in the Alaska coastal freight trade. In 1997 Dan joined Clean Sound Cooperative as Captain of the Oil Spill Recovery Vessel WESTERN GULL. As a response manager for MSRC Dan participated in numerous responses including New Carissa, Cosco Busan, and Deepwater Horizon. Dan is an expert at exercise design and facilitation. He has been the lead designer of worst-case tabletop exercised in the United States, Canada, Brazil, United Kingdom, and the Netherlands. Additionally, Dan is an Incident Commander with the Washington State Maritime Cooperative.
Paul is a Response Specialist. His work focuses on emergency response to hazardous materials, environmental planning, readiness, and tracking legislation that impacts the oil and shipping industries. He is qualified to fill roles that include: Incident Commander, Operations Section Chief, Logistics Section Chief, as well as various other leadership roles on our incident management team.Prior to working with GMS, Paul worked for the California Department of Fish and Wildlife. As an Assistant Chief of Law Enforcement, Paul’s work experience included assignments as the Co-Chair for the Los Angeles Oil Spill Area Committee, and as the Governor’s appointee to the incident specific review (ISPR) of the COSCO BUSAN oil spill in San Francisco. Paul’s familiarity and personal contacts with state government along the West Coast have proven to be beneficial when representing the interests of GMS clients.
Chris Curatilo joined the GMS Team after 28 years in the Coast Guard. He served as Chief of Port Operations and Chief of Maritime Environmental Response, responding to countless major oil spills, hazardous materials releases, SAR cases and man-made and natural disasters. He is a recognized expert in maritime security for both regulated vessels and facilities. He is a FEMA train the trainer for the ICS and able to step into Command, Ops, or Planning roles during any incident. He currently holds an active Federal Secret Clearance and a master’s degree in Safety, Security and Emergency Management.
