Average Most Probable Discharge (AMPD) Coverage

When Are Special Arrangements for AMPD Coverage Required?

Situation No. 1: Cargo Operations While Moored At a Facility:

Vessels moored at a Marine Transportation Related (MTR) facility may rely on the facility’s AMPD coverage while conducting cargo transfer operations at the terminal are not required to ensure the availability of contracted AMPD response equipment.

Situation No. 2: Cargo Operations Away From an MTR Facility (i.e. STS Lightering):

Dependent upon the transfer location you may be required to contract for Oil Spill Removal Organization (OSRO) AMPD resources to insure their availability as required under your Vessel Response Plan (VRP).

  • For nearshore locations (< 12nm from shore), special OSRO arrangements will be needed for AMPD coverage.
  • For major offshore lightering zones (and >12 nm offshore) special arrangements for AMPD coverage are normally not required as both major OSROs (Marine Spill Response Corporation and National Response Corporation) have positioned resources to meet AMPD requirements.
  • For vessels lightering at Big Stone Anchorage (in the Sector Delaware Bay / Philadelphia area), coverage is also available through the Delaware Bay & River Cooperative (DBRC).  For the same fee as other providers, DBRC’s Voyage Coverage provides protection for your vessel from sea buoy to sea buoy; and it allows the vessel, the QI, and Spill Management Team access to strategically placed resources and local knowledge for the duration of the port call. Unlike other providers, DBRC offers these resource benefits at no additional cost above the basic fee. In the event of an incident, DBRC resources will not be accessible unless AMPD coverage has been arranged through DBRC. • We strongly recommended that you advise your OSRO at least 24-hours in advance of all intended operations for STS lightering of cargo (location, date, and time). Your OSRO will, in turn, advise if contracting arrangements are needed to ensure availability of AMPD resources.
